### Reports of Multiple Roadblocks in Culiacán, Sinaloa

On August 29, 2024, various local media outlets reported a series of roadblocks in the northern areas of Culiacán de Rosales in Sinaloa. This region is notably where Ovidio Guzmán López, alias “El Ratón,” son of notorious drug kingpin Joaquín “El Chapo” Guzmán, was apprehended on January 5, 2023. Guzmán López is suspected to be a leading figure in the factions known as “Los Chapitos,” “Los Menores,” and/or “Los Chiquillos.”

Ovidio Guzmán López has been captured twice by Mexican authorities. The first arrest occurred on October 17, 2019, but he was released shortly after due to substantial violent outbreaks instigated by “Los Chapitos” in an event referred to as ‘El Culiacanazo.’ President Andrés Manuel López Obrador made the decision to release him to prevent further chaos.

The second capture took place on January 5, 2023. Despite an attempted reenactment of the 2019 disturbances by cartel members, the Mexican Army managed to secure Ovidio. He was subsequently transferred to the Federal Center for Social Rehabilitation (CEFERESO) Number 1, “El Altiplano,” in Almoloya de Juárez, Mexico State. Ovidio was extradited to the United States on September 15, 2023.

Commencing at 3:00 PM on August 29, civilians started to burn trucks, trailers, and vans on Highway Mexico 15, initially blocking the path to Jesús María. Armed civilians took control of the highway toll booth and established blockades—including vehicles and tire-popping devices—at the Limón de los Ramos junction. Additionally, helicopters were observed flying over the area. Earlier on the same day, gunfire erupted in the Paredones community of the Jesús María district, resulting in several injuries, including members of the National Defense Secretariat (SEDENA).
