### Ongoing High Utility Bills Remain a Major Complaint for CESPT
One of the primary complaints received by the Tijuana State Commission of Public Services (CESPT) is that water bills indicate higher consumption than what users actually use, stated Jesús García Castro, the head of the organization.
The commercial section of the Commission has been working closely with users to address and clarify discrepancies in high or altered bills. This has led to an increase in the number of people approaching the Commission to make payments for services.
When users report significantly higher bills, CESPT personnel conduct thorough inspections to ensure there are no leaks, faulty meters, or errors in meter readings contributing to the high consumption. They also compare the monthly consumption to see if there are any unusual spikes that differ significantly from typical usage.
“If someone usually pays around 200 pesos throughout the year and suddenly receives a bill for 10, 14, or even 3,000 pesos, there’s a substantial difference. In such cases, we conduct a study, and the issue is evaluated by a committee comprising various Commission authorities to address the needs of the public,” García Castro explained.
This initiative has resulted in a notable increase in payments from users, even from those who had previously had historical payment delays.
Between January and July of this year, CESPT recorded 392,267 residential billing transactions compared to 345,084 transactions during the same period last year. Similarly, commercial account payments showed an increase from 26,704 to 29,502 transactions in the first half of this year.
