### 79% of Complaints Against Cesispe Stem from Health Rights Violations: CEDHBC

The State Commission for Human Rights of Baja California (CEDHBC) has reported that the vast majority of complaints against the State Commission for the Penitentiary System (Cesispe) are related to health rights violations. Between January and August 2024, CEDHBC logged 91 complaints concerning the right to health protection for Persons Deprived of Liberty (PPL) within the Social Reintegration Centers (Ceresos).

The data reveals that there were 88 incidents where Cesispe staff failed to provide medical attention and 59 cases where they neglected to supply necessary medications. Additionally, in 18 instances, actions and omissions contradicted the PPLs’ rights to receive appropriate medications and treatments for their ailments.

Jorge Álvaro Ochoa Orduño, president of CEDHBC, stated that they are working closely with Ceresos, the state health department, and the Autonomous University of Baja California (UABC) to enhance the healthcare provided to inmates. Proposed solutions include setting up receiving units within prisons where medical students can attend to the PPL.

Ochoa Orduño mentioned that they are progressing on a recommendation that has been accepted, aiming to reduce the need for PPLs to be excarcerated for medical reasons.

In total, CEDHBC has received 101 complaints against Cesispe so far in 2024. These include nine regarding the right to personal integrity and security, eight about legal security, and seven involving the right to dignified treatment. The majority of these complaints, 37, were from El Hongo penitentiary, followed by Tijuana with 25, El Hongo 2 with 21, and Mexicali with 21.
