In Tijuana, the application Certi, designed to support the deaf community by providing interpreter services via video call, continues to be an essential tool. Martin Rodriguez, the coordinator of sign language for the Public Education Secretariat, shared that around 360 people use the app weekly.

Despite its significance, Rodriguez pointed out that the app, which has been operational since January 2022, has not been widely publicized, and many are unaware of its existence. “The app allows deaf individuals and their families to connect with an interpreter through a video call. This interpreter facilitates interaction with others,” he explained.

People with hearing impairments frequently use the Certi app when visiting the Civil Registry. The application is not limited to the Municipal Palace; users can access its services elsewhere if they can prove that they or their relatives are deaf.

Rodriguez emphasized the issue of accessibility: “In the Civil Registry and other departments, we have tablets for deaf visitors who do not have the app downloaded on their phones. This way, we can connect directly and communicate.”

Looking ahead, the next municipal administration, beginning October 1st, has established that Certi should be integrated into all public departments. Rodriguez highlighted the necessity for the app to be available more extensively: “Municipal Police, for example, require service 24/7. Currently, our service hours are from 9:00 a.m. to 3:00 p.m. We need to work towards expanding these hours.”

Rodriguez provided statistics, noting that 10% of Tijuana’s population has some form of disability, with 2% experiencing hearing loss. Many deaf individuals avoid municipal departments due to past experiences of not being understood, leading to underreported usage of services by the deaf community.
