**CEDHBC to Open New Office in Eastern Tijuana**
The Baja California State Human Rights Commission (CEDHBC) is set to open a new office in the eastern part of Tijuana, according to the commission’s head, Jorge Álvaro Ochoa Orduño. The new office aims to enhance access to services in a region that has been identified as vulnerable. “We need to bring our services closer to those areas with existing vulnerabilities,” mentioned Orduño. The plan includes resuming operations in a location previously occupied by the commission.
Currently, CEDHBC is negotiating with a commercial plaza on Boulevard Cucapah to lease space, with operations expected to begin in January 2025. This initiative will be part of the 2025 fiscal spending plan, inclusive of opening new spaces in the municipalities of San Felipe and Playas de Rosarito as well.
Ochoa Orduño highlighted the importance of increasing the 2025 budget to support additional initiatives such as the Indigenous Program and a state-level human rights congress. The current budget for 2024 is 49 million pesos, and plans are in place to hire seven new staff and increase salaries for existing employees.

The CEDHBC has released eight human rights recommendations throughout this year, demonstrating an active commitment to fostering dialogue and addressing regional issues. In another development, ongoing discussions are in place to reconsider the congestion at the Tijuana-Tecate toll booth. Proposals suggest relocating the toll to alleviate traffic congestion, which currently forces drivers to wait up to 40 minutes.
