Canada Stays in USMCA Talks

Prime Minister Justin Trudeau has stated that Canada is committed to remaining a part of the United States-Mexico-Canada Agreement (USMCA), which is known as T-MEC in Latin America, though this commitment may hinge on the actions taken by the current Mexican government under President Claudia Sheinbaum Pardo. Speaking on November 21, 2024, Trudeau emphasized the exceptional nature of the current trade agreement and expressed a preference for its continuation.

“We have an absolutely exceptional trade agreement right now, something we would like to continue. That is my first option,” Trudeau remarked during a televised press conference. However, he also noted that maintaining Canada’s economic growth and job security is a priority and hinted that other options might need to be considered based on the future decisions made by Mexico.

Meanwhile, Mexico’s Secretary of Economy, Marcelo Luis Ebrard Casaubón, disclosed that initial discussions for the treaty’s revision are likely to commence in February 2025. The formal review process is scheduled to begin mid-2025, according to the guidelines.

Ebrard highlighted the substantial role of U.S. companies in Mexican exports, due to the integrated nature of their supply chains. He also pointed out that the trade agreement between the two nations doesn’t mandate having independent regulatory bodies, a norm not commonly found in Anglo-Saxon legal tradition.

Ebrard further explained the necessity of independent bodies to prevent monopolies and ensure fairness, underlining differences in regulatory practices between Mexico and the U.S., such as the absence of entities akin to Mexico’s Federal Telecommunications Institute (IFT) in the United States, which instead relies on equivalent bodies like the Federal Trade Commission (FTC).
