In a recent session, the XVII Legislature of the State Congress of Baja California Sur rejected the 2022 Public Accounts of the municipalities of Mulegé and Comondú, as well as the operating body of the Potable Water, Sewerage, and Sanitation System (OOSAPAS) in Comondú. This decision follows reports from the Superior Auditor of Baja California Sur (ASEBCS), which highlighted multiple unaddressed financial irregularities.

For the municipality of Comondú, under former Mayor Iliana Talamantes, the audit revealed 36 concerns, of which only 15 were resolved, 11 partially addressed, and 10 ignored, amounting to 57 million pesos unaccounted for. This comes from a total budget of nearly 600 million pesos for that fiscal year.

The OOSAPAS Comondú received 69 audit observations, with eight resolved, 19 partially addressed, and 42 untouched, leading to 63 million pesos unsubstantiated—66% of its budget for that year.

Under the new leadership of Edith Aguilar Villavicencio in Mulegé, the audit noted 41 issues, including four resolved, 18 partially addressed, and nine unattended, with a total of 9 million pesos remaining unverified. Aguilar, re-elected in June 2024, is working to address these discrepancies.

The ASEBCS recommended implementing corrective measures to prevent recurrence and potential penalties or legal actions for any detected anomalies or misconduct. Consequently, the Legislature has instructed its technical arm to file the necessary legal complaints to establish accountability and seek compensation for any financial mismanagement detected.
