On Wednesday afternoon, outside the congress chamber of Baja California, members of the Federal Judicial Power (PJF) sustained injuries. However, security management was not under the legislature’s purview, according to Deputy Jorge Ramos Hernández.

“The security management was not handled by the Congress; it was the National Guard and state security forces. The Congress itself employs unarmed private security firms. We will review this situation because I do not agree with anyone being harmed,” he stated.

Yesterday, Baja California was among the 18 entities that approved the Judicial Reform, with 20 votes in favor and five against.

Despite the session being held virtually due to PJF workers’ protests against the reform, clashes ensued outside the chamber between the protesters and agents of the State Citizen Security Force (FESC). Jorge Ramos Hernández, who also chairs the Commission for Citizen Security and Civil Protection, expressed regret over the violence.

“This was a loss for both the protesters and the Congress’s security personnel, who are not armed. Such scenarios should never be repeated,” commented Ramos Hernández.

The congressman further noted acts of vandalism, including damage to property, during the confrontations between PJF workers and security elements.

The State Commission for Human Rights of Baja California (CEDHBC) issued a statement urging authorities and society to prioritize ongoing dialogue and for Citizen Security officials to respect the free expression of ideas.

Regarding the Judicial Reform, Ramos Hernández emphasized the necessity and urgency of its approval. Once the reform is published in the Official Journal of the Federation, state Congresses can begin adapting the guidelines to their respective jurisdictions.

Ramos Hernández expressed optimism that the reforms within the Judicial Power of Baja California (PJEBC) will lead to a redesign in the administration of justice. “From the first responders to the prosecutors and judges, there will be an opportunity for open and transparent design,” he affirmed.
