Ensenada fishermen have accused the National Port System Administration (ASIPONA) of failing to uphold agreements made regarding the formalization of their equipment in Mexico City. As of now, no promised hearings have been scheduled, causing significant frustration among the fishermen.

On July 25, 2024, following a protest that included closing the port, fishermen were invited to dialogue at ASIPONA’s Ensenada offices. They accepted the invitation to resolve the issues directly in Mexico City. During a videoconference, Captain Manuel Fernando Gutiérrez Gallardo, the head of the General Coordination of Ports and Merchant Marine, promised a meeting in Mexico City to address outstanding issues, with the condition that any progress would be discussed at ASIPONA Ensenada.

Despite some advances, there has been no progress on remaining issues, said Melchor Campoy, a representative of the fishermen. As a result, they have requested a hearing within a reasonable timeframe, having unsuccessfully tried to schedule appointments through other means.

– ASIPONA committed to sending the written requests of the representatives of the fishermen to the Coordination of Ports and Merchant Marine for analysis.
– Access to the dock will be granted only to those applicants who intend to work in support of the vessels, and they must present official identification and formalize a letter of responsibility.
